History

History

The Short Version

The Flare was one event, five years before the story. It seeded resonance unevenly into the world; most dissipated, while the island's volcanic water and other unusually retentive systems preserved concentrations. The city already had its water infrastructure and institutions. In the five years after the Flare, the Water Ministry and Nimbus Co. turned an uneven physical phenomenon into an administered civic system.

The present crisis is not a second Flare. The Sacred Water loop remains a localized reservoir capable of producing resonant conditions, while its apparent weakening accompanies the correction's spread through accepted relief and increasing stasis. The exact relationship remains unresolved.

Timeline

Before the Flare

The island city, its dormant volcano, the water infrastructure, the Circuit Line, the Water Ministry, and Nimbus Co. all predate the supernatural. The Ministry administered water; Nimbus built civic infrastructure under contract. The Pursuer's long institutional career also predates the Flare.

Five years before the story: the Flare

The Flare crossed the world once. It did not distribute a fixed set of powers or make future transitions generate resonance. It left uneven deposits that later irreversible transitions can pattern where sufficient resonance remains.

The five years after the Flare

The city discovered that its largely closed volcanic/Sacred Water circulation retained an unusually strong reservoir. Periodic high-resonance conditions continued to permit new passives and Imprints long after most Flare resonance elsewhere had dissipated. The Water Ministry expanded from managing circulation to managing the people and objects that interacted with it. Deviation became an administrative category. Nimbus built or adapted the Imprint Vault and sensory-deprivation pods under Ministry contracts.

Known extractions, Melts, investigations, and institutional cases fall within these five years.

Present day

Five years after the Flare, the Sacred Water loop appears to be weakening and the correction is spreading. Whether the reservoir is depleting, persistent, or periodically unavailable is unknown. State processes offer or process relief rather than escalating in response to resistance. The correction advances through accepted relief; it reaches an anchor station only after the amnesty is refused, and breaking the apparatus stops the loop itself.

What This Changes

The city begins the story with five years of supernatural administration behind it. Water policy, corporate maintenance, custody, forms, and ordinary infrastructure all carry that history. The crisis grows from the surviving reservoir and its institutions, not from a recurring Flare or newly generated resonance.
